ICANNより、フェーズ2「禁止データの拒否」が2025年7月8日より施行されました。

一部のレジストラにおいて、依然としてICANN規約に準拠していない連絡先データの登録が行われていることが確認されています。
以下の点にご注意ください。

１．本ポリシーは現在有効で、適用状態にあります。
２．WHOIS情報の登録において、そのドメイン名に関連付けられた連絡先の登録が禁止です
例：ultradomain.comのWHOIS情報で、admin@ultradomain.comなどのメールアドレスを使用する行為
※ 必ず別のドメインを使う事
３．該当ドメイン名に関連付けられた連絡先の登録しようとするレジストラは、ドメイン登録に失敗します。
以上の観点から、スパム行為として認定し、他のご利用者様保護の観点から、同様の行為を行うユーザーの利用制限、必要に応じて強制アカウント停止を組み込む予定です。
４．該当ドメイン名に関連付けられた連絡先（ブラックリスト掲載連絡先）の他のドメインにおいても、WHOIS情報の変更、更新も失敗します。
５．最大データセットモデルを継続しているTLDについては、請求先および管理者の連絡先は引き続き提供できますが、コンプライアンス上の理由により保存されません。
６．最小データセットモデルのTLDは完全に移行されており、すべての禁止データを拒否します。

施行であり、即時、全てのドメインが影響を受けるわけではありませんが、移行完了前に、WHOIS情報の見直しをお願いしております。
目安として、6か月以内に、ご対応される事を強くお勧めいたします。
また、ドメイン更新が出来ない際にも、本ポリシーが適用されていきますので、ご参考にいただければと存じます。

Dear Registrar,

This is a reminder that Phase 2: Rejection of Prohibited Data came into effect on July 8th, 2025.

We have observed that some registrars are still submitting non-compliant contact data. Please be advised that:

This policy is now active and enforced:

-

Associated contact data with domain names will be prohibited.

-

Registrars attempting to submit contact data will encounter failed domain registrations.

-

Updates to associate or modify contact data will also fail.

For those TLDs remaining Maximum Data Set model, the billing and admin contact can still be provided, albeit for compliance reasons will not be saved.

TLDs in the Minimum Data Set model are fully transitioned and reject all disallowed data.
